As a former LEO, I can’t tell you what or even how you should handle the situation. I was taught never to look at a situation someone else went through and say “I would have done that or this”. We were taught to look at everything that went right (or wrong) and to learn from it, but never “guess” at what we would have done because we were not there. Every situation is different and every person is different. All these hypothetical situations are great to discuss, but in all reality, lighting, awareness, people, the suspect, your level of training and a whole lot of other factors should be considered if/when a situation arises. No one will react in the same exact manner. No one can tell you how you should react or behave in that situation.
Now to the question you presented. I side on the “element of surprise” side of concealed carry and feel that is part of the beauty of it. When concealed properly, no one should even know the weapon is there. To announce it as a threat just seems counterproductive to me. If I feel the need to announce that I have a weapon, the I would venture to guess that the situation would warrant me drawing it. Again, your level of training in drawing from a concealed position, where the suspect is in relation to your weapon, and everything else will need to be instantaneously processed for you to make the decision to draw or not, but to simply announce it in hopes of scaring off a suspect…………..not in my playbook.
The only person who can answer that question is you and you alone should you find yourself in that situation.
